Estimados asociados, el 24 de septiembre se reunieron en la sede del Centro Industriales Panaderos y Afines de Córdoba, el C-20, del cual forma parte el CIPAC, y el Secretario de Trabajo de la Nación, Lucas Fernandez Aparicio.

En primera instancia dialogamos sobre la actual situación del país, las dificultades que atraviesan las PyMEs para enfrentar la crisis y nuestra visión sobre el lugar que ocupan los gremios y sindicatos en este conflicto.

El secretario comentó que para él es fundamental una revisión de la reglamentación laboral, ya que la misma debe ser adecuada a la actualidad. Hizo hincapié en la importancia de modificar convenios colectivos de trabajo que están vigentes desde hace muchos años, para que atiendan la realidad de las PyMEs, y remarcó la importancia de que se organice el sector empresarial para que pueda formar parte de todos aquellos espacios donde se discutan temas de interés para los empresarios.

En relación al bono extraordinario propuesto desde el Gobierno Nacional, el secretario comentó que aún no está cerrado pero probablemente se vuelva efectivo. En ese caso, será obligatorio y se estipulará que el pago del mismo se lleve adelante a través de negociaciones colectivas, para que los empresarios puedan elegir de qué manera realizarlo, considerando la realidad de cada una.

Desde el C20 se expuso la imposibilidad de las empresas para enfrentar un pago extraordinario a sus empleados y le leímos las propuestas que pensamos para poder cumplir con el pago. Consideró que el modelo corporativo que se propone es virtuoso y está dispuesto a ser mediador entre las partes involucradas, principalmente con el sector gremial.

Por otra parte, el secretario comentó que en abril se presentó un proyecto de ley de blanqueo laboral, trabajado en conjunto entre el Ministro de Trabajo y la CGT. El mismo pretendía establecer una condonación de todas las deudas de seguridad social por capital, intereses, multas y punitorios a las empresas que decidan registrar a sus empleados, así como la extinción de acciones penales. Sin embargo, la sesión en senadores fue levantada por ausencia de la CGT.

Frente a esto, desde C20 remarcó la importancia que los empresarios formen parte de este tipo de escenarios y nos pusimos a disposición para trabajar. El secretario quedó en enviarnos el proyecto para poder leerlo.

En cuanto al plan “1 empleado por PyME”, explicó que él está trabajando con el Ministro de Trabajo, Dante Sica, en dos proyectos similares: por un lado, uno para exceptuar de impuestos a nuevos empleados y, por otro, exceptuar de impuestos durante todo el vínculo laboral a aquellos que hayan ingresado por planes sociales. Por el momento las mismas son tan sólo ideas que el secretario puso a disposición del ministro para que las trabaje.

Por último se hizo entrega de una copia del borrador de proyecto de ley y nos comprometimos a seguir trabajándolo para enviarle una versión mejorada.
